The EIB, the European Union's bank, is seeking to recruit for its Legal Directorate (JU) – Legal Department, Operations (OPS) – Central Europe/Eastern Neighbours & Central Asia Division (CE&ENCA) at its headquarters in Luxembourg a:

(Senior) Qualified Banking and Finance Lawyer
This is a full-time position at grade 5/6
The term of this contract is 4 years

Panel interviews are anticipated for December.

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to its business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

The Central Europe/Eastern Neighbours & Central Asia Division currently deals with legal documents and legal matters for EIB finance operations and projects in the following countries:

  • German / Austria
  • Central Europe: Czech Republic, Slovakia, Hungary,
  • Eastern Neighbours: Russia, Ukraine, Georgia, Moldova, Azerbaijan, Armenia and
  • Central Asia: Kazakhstan, Kyrgyzstan, Tajikistan.

This position is open within the Austria, Germany Unit (ATDE) within the Division. The successful candidate (internally referred as (Senior) Officer Legal Services) will assist the Head of Unit, together with other legal colleagues, in providing legal advice and support for the activity of the Bank, carrying out work related to all legal tasks within the remit of the Unit.

Operating network
The lawyer will work under the supervision of the relevant Head of Unit/Head of Division. The position may involve a certain amount of travel for negotiations and signatures of legal documentation and contracts.

The lawyer will carry out work related to all of the Unit's responsibilities and work independently on lending and financing operations. The lawyer will draw up, as necessary, reports on completed transactions and prepare her/his own proposals when consulted on fundamental or unusual issues. S/he will:

  • Draft and negotiate legal documentation for lending and financing operations, including guarantees, for:
    • projects in the aforementioned countries, with focus on Austrian/German operations, notably bilateral loans with banking, corporate and/or public sector counterparts
    • structured finance operations, including PPP/PF- operations and ABS and covered bond transactions
    • other forms of financing, including risk – sharing structures (on funded and un-funded basis), equity and quasi-equity products (mezzanine and subordinated instruments)

      This includes advising on structuring, drafting of documents, legal advisory support, execution of contracts, completion of all related legal formalities, and legal monitoring (including loan restructuring and other post-signature events).
  • Manage contacts and negotiations
  • Liaise with external counsel and other consultants and supervise their work, whenever necessary
  • Undertake research and conduct legal studies on issues of law arising in connection with the Bank's operations and in the context of developing new financial instruments
  • Develop and maintain relationships within the Bank and represent EIB externally


  • University degree in law, preferably at Master level, professional legal training and German bar exam is required. Candidates with Austrian bar exam and knowledge in German law may also be considered.
  • Significant experience (at least 5 years) in drafting and negotiation of loan and finance documentation in English and German
  • Solid experience in bank lending and finance operations. Experience in project finance, PPP and/or structured finance transactions would be an advantage.
  • Minimum 5 years of post-qualification (bar exam) professional experience relevant for the job, in the field of bank lending and/or project finance, acquired with a law firm of international repute or the in-house legal department of a financial institution
  • Very good knowledge of standard computer tools
  • Excellent knowledge of written and spoken English and German is required. Good command of French would be an advantage (*).

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages.
